Energy and renovation: what applies now.

Energy performance certificate, Building Modernisation Act, retrofitting obligations, renovation roadmap and subsidies: what owners, buyers and landlords should know.

The new Building Modernisation Act

Since 29 July 2026, the Building Modernisation Act (Gebäudemodernisierungsgesetz) has applied, replacing the previous Building Energy Act (GEG). The so-called 65 per cent rule for new heating systems has been dropped. New oil and gas heating systems are permitted again, but must use rising shares of climate-friendly fuels over the years. Because the law is new, we recommend seeking advice from an energy consultant before any decision.

The energy performance certificate

For a sale or letting, you generally need a valid energy performance certificate. Key figures must already appear in the advertisement, and the certificate must be available at the viewing. It is valid for ten years. Listed buildings are exempt. There is the consumption-based certificate, which relies on actual consumption, and the demand-based certificate, which assesses the building technically.

Obligations after purchase

If you buy an older detached or two-family house, you generally have to insulate an uninsulated top-floor ceiling and uninsulated heating pipes in unheated rooms within two years. Check the exact scope with an energy consultant before you buy.

Renovation roadmap and subsidies

An individual renovation roadmap (Sanierungsfahrplan) shows the sensible order in which to renovate your house. It is subsidised and can unlock additional funding for the individual measures. Grants and loans are available through BAFA and KfW; applications usually have to be submitted before work begins.

Energy and property value

Buyers factor in heating costs and upcoming renovations very carefully, and banks take energy efficiency into account when lending. A good efficiency rating therefore has a noticeable effect on the price. Before a sale, it is often worth preparing quotes and documents rather than carrying out a full renovation.

This guide provides a general overview and does not replace legal, tax or financing advice.

Frequently asked questions

Energy and renovation in brief.

Do I need an energy performance certificate to sell or let?

Yes, for most buildings. Key figures must already appear in the advertisement, the certificate must be available at the viewing and handed over once the contract is signed. Exceptions apply, for example, to listed buildings. If it is missing, fines may be imposed.

What obligations do I have after buying an older house?

Anyone buying a detached or two-family house must usually meet certain retrofit obligations within two years, such as insulating an uninsulated top floor ceiling and insulating exposed heating pipes in unheated rooms. Since July 2026, the new Building Modernisation Act (Gebäudemodernisierungsgesetz) applies, which no longer requires old boilers to be replaced. Energy advice before buying is sensible.

Demand-based or consumption-based certificate?

The consumption-based certificate (Verbrauchsausweis) reflects actual energy use over the last three years, the demand-based certificate (Bedarfsausweis) a technical calculation of the building. For older small residential buildings, a demand-based certificate is often required. We are happy to help you commission one.

What applies when replacing a heating system?

Since 29 July 2026, the Building Modernisation Act (Gebäudemodernisierungsgesetz) has replaced the previous Building Energy Act (GEG). The so-called 65 per cent rule no longer applies, and new oil and gas heating systems are permitted again, but must use gradually increasing shares of climate-friendly fuels. As the details are new, we recommend consulting an energy adviser before you decide.

What funding is available for renovations?

Grants and loans for efficiency measures and heating replacement are available through BAFA and KfW, often linked to an individual renovation roadmap. Applications usually have to be submitted before work begins. The programmes change regularly.

How long is an energy performance certificate valid?

Ten years from issue. After that, a new one must be prepared for a sale or letting.

What is an individual renovation roadmap?

A plan drawn up by an energy adviser that shows the sensible order in which to renovate your house. It is subsidised and can unlock additional funding for the measures.

Is it worth renovating before selling?

Rarely in full. Buyers do not always pay for a renovation in full. It can make sense to prepare documents and quotes so that buyers can estimate the costs. This builds trust and strengthens your price.

What changes for energy performance certificates from 2027?

Under the new rules, energy performance certificates are to be issued digitally and include modernisation recommendations. Existing certificates remain valid until they expire. We will keep you informed if you wish to sell or let.
